Foot-and-mouth payouts for farmers dropped after U-turn on election

The devolved administrations are proposing to introduce their own schemes." The SNP seized on the draft statement as circumstantial evidence that Mr Brown had been prepared to offer pre-election bribes to his countrymen - then snatched them away after he was scared off by unfavourable polls. Mr Salmond said the crisis had broken out in England but now Scottish farmers were bearing the brunt - and had been dealt a double blow with the prospect of compensation taken away from them. "It would be extraordinary not to read into that change of heart over the weekend that Friday the election was on, by Monday the election was off," he said. "I thought and believed it was the agreed position of all the governments that such was the emergency to rural communities that it was necessary to unite in the face of this challenge to minimise the damage and get us out of this crisis as quickly as possible.

State sprays Santa Cruz County for apple moth

Some residents told the Sentinel they planned to leave town while the state sprayed while others have unsuccessfully tried to stop it by filing lawsuits.

Even local nursery operators like Josh Fodor, who potentially stand to benefit from the spraying, are struggling with the logic behind the state's efforts to spray.

"I just wish people would come out and say it, that this moth isn't really causing any problems but it's all a matter of protecting California and international trade," said Fodor, the owner of Central Coast Wilds Nursery in Santa Cruz. "Because so far this moth hasn't caused the slightest bit of damage anywhere."

Fodor thinks the population of the moths is declining.

As of Nov. 1 in Santa Cruz County, there nearly 8,700 moths, the highest in the state by far.

Britain's own subprime crisis 'is underway'

My suggestion is that anyone faced with repossession should fight it on the grounds that they told lies to get the loan and as a loan obtained by fraud can't be recovered..."

Great idea Ross...but don't people go to prison for fraud?
- Dan, Oxford

Kevin - I do have my facts right.

I actually implemented many of the regulations you mention in 2004 at a large UK mortgage lender.

The FSA do NOT regulate the dodgy mortgages such Self-Cert (lie-to-buy) loans. The very loans that should be most regulated.

If you're a broker without this basic knowledge - god help your customers!

Todlem - "I expect its a much smaller problem than the headlines would have us believe" - this is just wishful thinking.

When you've worked at a sub-prime lender that turns rejected customers into accepted customers because the monthly targets were not met you'll know just how wrong you are.

Wife's MS helps explain Pavarotti will

THE battle over the inheritance of Luciano Pavarotti took a new twist yesterday when it emerged that Nicoletta Mantovani, the widow of the tenor, was suffering from multiple sclerosis.

Ms Mantovani, 38, his second wife, is reported to be in a dispute over his estimated fortune of up to $474 million with his three daughters from his first marriage.

The weekly magazine Chi, which disclosed the illness, said it helped to explain Pavarotti's apparently generous provisions for her. Ms Mantovani is said to be receiving treatment in New York, where she has inherited Pavarotti's apartment.

The news came a day after an Italian prosecutor opened an inquiry into whether Pavarotti "knew what he was doing" when he signed a will at the end of July leaving his American assets to Ms Mantovani.

The experts are students, too

Only 3.5% of freshman grades this year have been F's, down from 15%, and the number of freshmen who failed a class dropped 22%.

Early intervention has been the key, said Robert Beato, dean of students. The goal of the mentoring program is to help students overcome their fears about high school and to get off to a strong start academically.

"When they start failing classes as a freshman, they end up dropping out," Beato said. "We need to give them a chance."

South Lake's program, developed by the Boomerang Project, a California-based group, is used in 31 school systems in Michigan, including Crestwood, North Farmington, L'anse Creuse North, and seven other high schools in metro Detroit.

Juniors and seniors are selected as peer mentors, with each older student helping five freshmen.
